In November 2025, under the direction of the General Staff, the entire military effectively fulfilled its assigned tasks. Units strictly maintained combat readiness posture, grasped all situations, provided timely advice, and handled arising contingencies effectively, contributing to firmly safeguarding national sovereignty. They also coordinated closely with relevant forces to maintain security and order across the country.

Training, exercises, contests, and competitions were conducted in a strict, systematic manner in line with set plans. Forces were reorganized as required, and weapons and equipment were provided promptly for missions. Military forces and vehicles were mobilized in a timely and effective manner to respond to natural disasters, and search and rescue operations across localities.

Meanwhile, units persisted in conducting information dissemination, deterrence, and expulsion operations against foreign vessels violating Vietnam’s waters, thereby protecting maritime economic activities. The military also implemented peak plans to combat illegal, unreported, and unregulated (IUU) fishing. The General Staff submitted to the Ministry of National Defense proposals on training, exercises, and mobilization readiness inspections for the reserve forces in 2026, and completed plans for building and mobilizing reserve forces. Defense diplomacy, international cooperation, and U.N. peacekeeping operations were carried out as scheduled.

Concluding the meeting, General Nguyen Tan Cuong commended agencies and units for their efforts in successfully accomplishing tasks in November 2025. He requested that in December 2025, Party committees and commanding officers at all levels continue to strictly maintain combat readiness; monitor and grasp the situation, especially in key areas, border regions, and at sea; and provide timely advice and effective solutions to emerging contingencies.

An overview of the event

Units are required to coordinate closely to safeguard security and order nationwide and ensure security for major political events of the Party, State, and military. The General Staff will develop plans for inspecting forces performing combat readiness duties for the 14th National Party Congress and preparations for the 2026 Lunar New Year.

The General Staff must complete the Chief of the General Staff's 2026 directive on military and defense tasks; organize the 2025 national military staff-work review conference; and develop the Minister of National Defense’s directive on combat readiness and assurance for the 2026 Lunar New Year as well as the General Staff’s 2026 plan.

General Nguyen Tan Cuong emphasized the need for enhanced inspections, supervision, and strict maintenance of discipline and regularity, with special attention to traffic safety. Units should maintain search and rescue readiness, pro-actively assess situations, and provide timely recommendations for addressing natural disasters, incidents, epidemics, and environmental hazards. Furthermore, international cooperation in civil defense should be strengthened.
