The conference was attended by Deputy Ministers of National Defense: General Nguyen Tan Cuong, Chief of the General Staff of the Viet Nam People’s Army; Senior Lieutenant General Pham Hoai Nam; and Senior Lieutenant General Nguyen Truong Thang. Also present were leaders of the General Staff, the General Department of Political Affairs, and commanders of agencies and units under the MND.

The conference evaluated that in September 2026, the military has strictly maintained combat readiness; tightly managed the airspace, sea areas, borderlands, inland areas, and cyberspace. Communications, cryptography, and cybersecurity have been well ensured to meet task requirements, preventing the military from being passive or caught off guard. The military has firmly protected territorial sovereignty and coordinated to maintain security and order nationwide. Exercises have been directed strictly and safely. The MND has also completed its support for the construction of inter-level boarding schools in mainland border communes in time for the 2026-2027 academic year.
The military has stepped up efforts to control and prevent illegal entry and exit as well as sabotage activities by hostile forces in border areas, at sea, and on islands, while resolutely preventing illegal, unreported, and unregulated (IUU) fishing. Performing well in civil defense tasks, the military has promptly mobilized over 35,200 participating soldiers and militia members, along with more than 1,700 participating vehicles, to help overcome the consequences of floods and landslides in Northern and Central provinces.
The military has effectively conducted political education and ideological leadership, studying and implementing the Politburo’s resolutions. International integration and defense diplomacy have been carried out actively, flexibly, and effectively. Logistics, technical, and financial work has been strictly ensured.
Concluding the conference, General Phan Van Giang requested agencies and units to continue strictly maintaining combat readiness, firmly grasping the situation, and promptly providing advice and effectively handling situations. He also urged pro-activeness in natural disaster prevention and search and rescue operations.
The general directed the enhancement of junior cadet schools’ operational efficiency, ensuring quality and safety in training, education, and sports competitions at all levels. The military must actively innovate political education and ideological management, fight against wrongful and hostile views, and direct the review, evaluation, and classification of Party organizations, Party members, and cadres at all levels.
General Phan Van Giang called for the effective implementation of mass mobilization, social policies, and gratitude activities, especially the “500-day campaign to intensify the search for, collection, and identification of martyrs’ remains” and the program to eradicate temporary and downgraded houses for biological children of resistance war veterans exposed to toxic chemicals. Units must pro-actively and flexibly roll out defense diplomacy, step up the fight against crimes, disseminate laws, and enhance administrative reform, digital transformation, and the “Digital literacy for all” movement.
Previously, authorized by the State President, General Phan Van Giang handed over the First-class Fatherland Protection Order to Sr. Lt. Gen. Hoang Xuan Chien, former Deputy Minister of National Defense, and Sr. Lt. Gen. Phung Si Tan, former Deputy Chief of the General Staff of the Viet Nam People’s Army. They were honored for their outstanding achievements in implementing the National Action Program on overcoming post-war bomb and mine consequences in the 2010-2025 period.
