Attending the inspection were Lieutenant General Nguyen Quang Ngọc, Commander of MR3, and representatives from various functional agencies of the Ministry of National Defense (MND).
According to the report of the leadership of the MR3 Command, their efforts in administrative reform, e-government development, and digital transformation have consistently received attention, leadership, and guidance from the Central Military Commission, MND, Command 86, and higher-level agencies. The legal document system serving administrative reform, e-government development, and digital transformation is complete and effectively applied. The Party Committee and the Command of MR3 have consistently and thoroughly implemented the guidelines, plans, and instructions of the Government and MND regarding administrative reform, e-government development, and digital transformation. They have also intensified information dissemination and education to change the perception of commanding officers at all levels as well as the awareness of officials and employees regarding these tasks. The entire military region has effectively implemented the plans for administrative reform, e-government development, and digital transformation in a timely manner, contributing to the successful accomplishment of political, military, and defense tasks.
Significantly, information technology has been effectively applied to the management of personnel, non-commissioned officers, defense employees and staff resumés, social insurance programs, health insurance cards, and more.
During the inspection, Sr. Lt. Gen. Le Huy Vinh commended the achievements made by the unit in administrative reform, e-government development, and digital transformation efforts. He emphasized the need for the chains-of-commanders at all levels, especially the top leaders, to enhance their awareness and responsibility, pay more attention to this work, and harness collective strength and power to overcome the identified difficulties, shortcomings, and limitations. He urged them to revitalize information dissemination on administrative reform, e-government development, and digital transformation, considering new approaches in terms of forms and contents, tailored to each target audience, in line with the objectives and tasks assigned by the MND, as well as the targets and requirements specified in the plans of the military region and its subordinate agencies and units.
Gen. Vinh also instructed the MR3 Command to enhance the effectiveness of consultation and successfully carry out tasks related to administrative reform, e-government development, and digital transformation in accordance with their functions and duties, including those of their subordinate agencies and units. They were advised to pro-actively review and propose necessary amendments, supplements, and new legal documents on military and defense matters, especially those related to military and defense affairs issued by local authorities. Furthermore, they should review and improve internal regulatory documents within the military region to ensure consistency, unity, compliance with laws, and adherence to MND's regulations.
The units are encouraged to continue implementing and ensuring the progress and quality of the review and simplification of internal administrative procedures during the 2022-2025 period. They should strengthen the use of electronic documents with digital signatures and online processing of military data to expedite tasks according to assigned functions. Additionally, they should increase the proportion of computers connected to the military computer network and utilize shared software provided by the MND. Moreover, they should implement solutions to ensure information security and cybersecurity for the information systems serving the administrative reform, e-government development, and digital transformation within the military region.
As for the shortcomings and limitations pointed out by the members of the inspection team, Gen. Vinh noted that MR3 should study, learn from, and promptly address them. In addition, he assigned the Office of the MND to summarize and notify the inspection results to the MR3 Command and relevant agencies and units for implementation.
