The ship features a steel hull, double bottom, and double sides, measuring 89.98m in length, 13.85m in width, with a full displacement of 5,117 tons. She has a maximum speed of 13.2 knots, a capacity of 3,000 tons of oil or 2,600 tons of gasoline, and can operate continuously for 30 days, withstand waves up to level 9 and winds up to level 11, with a range of 5,000 nautical miles.
Built by Hong Ha Shipbuilding Company under the General Department of Defense Industry, construction began on June 29, 2023, and the ship was accepted and launched on December 31, 2024.
Lieutenant General Tran Minh Duc, Chief of the General Department of Logistics - Technical Services, emphasized the effective operation of the 3,000-ton oil tanker (51-11-80), urging Brigade 649 to uphold its traditions, enhance expertise, and master equipment. He instructed the unit to follow discipline. It should also ensure the ship is a model for military transport, ready for all missions with absolute safety.
* On the same day, the One Member Limited Liability Chemical Company 21 (Factory Z121), under the General Department of Defense Industry, held a conference for its laborers in 2025. The event was chaired by Deputy Chief of the General Department of Political Affairs (GDP) Senior Lieutenant General Le Quang Minh.

The conference was conducted as regulated, meeting all set targets. Delegates approved the election of 24 representatives for labor dialogue and elected a 5-member People’s Inspection Committee for the 2025-2027 term.
Addressing the event, Senior Lieutenant General Le Quang Minh hailed the factory for its achievements and requested them to adhere to directives of the Party, Central Military Commission, and Ministry of National Defense on defense industry development. He urged the factory to enhance self-reliance, production capacity, competitiveness, and international integration, while improving public awareness and workplace conditions. He also directed the unit’s leaders to focus on preparing and successfully organizing Party congresses, ensuring strong leadership for future missions.
* On February 28 in Hanoi, the Political Academy under the Ministry of National Defense held conference to hand over the duty of the director of the academy. Deputy Chief of the GDP Lieutenant General Truong Thien To attended the event.
Accordingly, retiring Lieutenant General, Associate Professor, Dr. Nguyen Van Bao transferred the duty of Director of the Political Academy to Major General, Assoc. Prof., Dr. Dang Sy Loc, previously Deputy Director of the academy.
At the conference, Lieutenant General Nguyen Van Bao thanked the Central Military Commission, Defense Ministry, and relevant units for their support during the academy’s education and training work.
For his part, Major General Dang Sy Loc expressed his honor to be appointed to the new position. He pledged to work closely with the Party Committee and the academy’s Chain-of-Command to enhance education quality, scientific research, and uphold the academy’s status as the leading center for educating political officers in the military.
Lieutenant General Truong Thien To highly valued Lieutenant General Nguyen Van Bao for his contribution and believed that Major General Dang Sy Loc would lead the academy to successfully perform education and training work as well as scientific research.
