Minister of National Defense General Phan Van Giang chaired the conference. The event was attended by leaders of the Ministry of National Defense, the General Staff and the General Department of Political Affairs of the Vietnam People's Army (VPA), and leaders of affiliated agencies and units of the defense ministry.

The conference reported that, from the beginning of 2024, the Central Military Commission’s Standing Committee and the Ministry of National Defense's leadership had prioritized measures to enhance the quality and effectiveness of the task implementation in the whole military. The Central Military Commission issued the 2024 working program, and the Minister of National Defense held direct working sessions with key agencies and units to identify their concrete responsibilities in conducting 187 specific defense-related tasks and projects included in the 2024 working programs of the Politburo, Secretariat, National Assembly, Government, Prime Minister, and the Ministry of National Defense. Monthly, the Minister of National Defense tasked the Office of the Ministry of National Defense with coordinating reviews, reporting progress, and urging agencies and units to ensure the timely and high-quality completion of legal documents.
In his closing remarks, General Phan Van Giang emphasized that 2025 would be a pivotal year for accelerating and achieving the goals set forth in the Resolution of the 11th Congress of the Military Party Organization, in line with directives from the Party General Secretary at the 12th Central Military Commission meeting. Accordingly, all remaining tasks for drafting legal documents for 2024 must be urgently completed by January 2025.
General Phan Van Giang instructed agencies and units leading projects to enhance leadership, expedite drafting, and uphold quality standards. He emphasized the importance of pro-active, decisive actions with detailed plans and effective coordination with relevant agencies to address challenges hindering progress. Agencies and units should also be ready to take on additional assignments from higher authorities, he noted.
The Minister requested that the General Department of Political Affairs guide functional agencies to integrate the outcomes of these tasks into the regulations for emulation and commendation activities overseen by the Ministry of National defense’s Council for Emulation and Commendation. For agencies and units failing to complete assigned projects or draft legal documents, accountability must be reviewed, causes identified, and responsibilities clarified at both collective and individual levels. Deadlines must be set, with reductions in emulation rankings for delays. Conversely, rewards should be given to those who excel in completing tasks, and no commendations for individuals or groups responsible for delays or substandard quality of building draft legal documents.
