Reports revealed that in 2022 and first month of 2023, Military Region 9 has thoroughly grasped and seriously implemented directives and resolutions of the Party, State, Central Military Commission, and Ministry of National Defense; strictly maintained combat readiness; proactively grasped the situation and promptly advised and effectively handled circumstances in a timely manner.

The units and localities in the military region have well carried out the enlistment drive in 2023; solemnly organized recruit handover ceremony; held training and exercises as planed; well enhanced instructors’ capabilities and made preparations for military training in 2023.
The Party and political work has been carried out comprehensively, seriously, and effectively, while the political and ideological education and information dissemination have been implemented in a flexible, creative, and effective manner. The military region has effectively conducted the mass mobilization work, actualized policies for troops and their families, and carried out emulation movement on new-style rural area building.
In 2022, Military Region 9 built 843 houses of different kinds; searched and collected 354 sets of martyrs' remains; organized New Year activities with a total budget of VND 280 billion. The logistic, technical services, external relations, and other working aspects of Military Region 9’s armed forces were effectively implemented and achieved comprehensive results.

On behalf of the Central Military Commission and the Ministry of National Defense, General Phan Van Giang praised the military region’s armed forces for their obtained results in recent years. The defense minister asked the Party committee and Chain-of-command of Military Region 9 to continue to closely follow the directives, resolutions, and conclusions of the Party, the State, the Central Military Commission, and the Ministry of National Defense on military and defense tasks and Party building; coordinate with local Party committees and authorities to direct and effectively handle situations, especially in border, sea, island and key areas; strengthen inspection work; regularly maintain strict combat readiness; well prepare forces and vehicles to participate in natural disaster prevention, search and rescue.
He urged agencies and units under the military region to organize training and exercises in accordance with the orders of the Ministry of National Defense and higher levels’ guidance; hold contests, sports festivals, provincial and municipal defensive area exercises safely; build comprehensively strong, exemplary, and outstanding units; strictly maintain regularity, discipline management, and law observance.
General Phan Van Giang also requested Military Region 9’s armed forces to actively renew and improve the effectiveness of political and ideological education and information dissemination; foster studying and following President Ho Chi Minh's thought, morality, and style; accelerate the implementation of “Determined-to-Win” emulation and other movements of the country and military.
The military region should well implement the mass mobilization work, policies, gratitude activities, and emulation movements while ensuring adequate and timely logistical, financial and technical supplies for tasks; improve the quality of healthcare for troops, especially recruits; well perform the task of international integration and defense diplomacy.
Regarding Military Region 9’s proposals, General Phan Van Giang assigned the Ministry of National Defense’s functional agencies to collect, advise, and report to the Standing Committee of the Central Military Commission and the Ministry of National Defense for consideration and approval as regulated.
The same day, General Phan Van Giang and the delegation offered incense and laid flowers at President Ho Chi Minh Commemorative House.
