The event was also attended by Senior Lieutenant General Trinh Van Quyet, Chief of the General Department of Political Affairs of the Vietnam People’s Army (VPA); and General Nguyen Tan Cuong, Chief of the General Staff of the VPA and Deputy Minister of National Defense; among others.
The "Outstanding Young Faces" and "Promising Young Faces" awards are presented annually to recognize and honor individuals with outstanding achievements in various areas such as training, combat readiness, combat, study, scientific research, production, business, culture, literature, arts, journalism, and sports.
The awards aim to acknowledge, encourage, and celebrate exemplary young faces of the military, creating motivation for military youths to continually strive for personal growth, to actively study and follow the thought, morality, and style of President Ho Chi Minh, and to promote virtues of Uncle Ho’s soldiers in the new era. It also emphasizes the importance of youths being proactive, creative, and excelling in all tasks, contributing to building strong and exemplary units, and ensuring the strength and integrity of Party organizations.

According to the organizing panel, in 2024, there were 70 qualified nominations for the Outstanding Young Faces award (an increase of 18 nominations from 2023). It can be affirmed that the 10 Outstanding Young Faces and 60 Promising Young Faces selected this year are the most outstanding representatives of hundreds of thousands of young personnel across the military, excelling in their respective fields. The nominations were carefully reviewed by the Ministry of National Defense’s evaluation board.
In his address, General Phan Van Giang congratulated the individuals selected as the Outstanding Young Faces and Promising Young Faces awards for 2024. He expressed his joy and satisfaction, noting that in 2024, the youth and union work in the military had been comprehensively implemented, with the methods and activities constantly evolving to be more creative and effective. This has enhanced the role of youth in the military, especially in new, difficult, and critical tasks, achieving excellent results to celebrate the country and the military’s major anniversaries.
With a joyful atmosphere, General Phan Van Giang shared unforgettable memories from his own youth and praised the work done to recognize and popularize exemplary figures within the military. He emphasized that this was a very meaningful activity, providing new motivation for the youth movement in the military and creating a solid foundation for young, talented military personnel.

Highlighting the significance of 2025 as a particularly important year with many major national and military events, General Phan Van Giang called for the development of the youth and union work in the military to be further strengthened, with new breakthroughs, creativity, and a focus on harnessing the power of youths to contribute to the overall success of the military and the country.
To achieve this goal, General Phan Van Giang requested that all military youths must continually cultivate and improve their revolutionary qualities and ethics; remain absolutely loyal to the Party, the country, and the people; fully understand their role and responsibility; and maintain a strong sense of duty to the development of a revolutionary, regular, elite, and modern military, as well as contributing to building prosperous and happy families and a developed homeland.
Furthermore, they should take the lead in implementing the resolutions of various levels regarding breakthroughs in scientific and technological development, innovation, and digital transformation. They must continuously improve their skills, apply scientific achievements to their task performance, and master modern weapons and technical equipment, striving for breakthroughs in enhancing training and combat readiness quality, and labor productivity.
In addition, they should be pro-active in protecting the Party’s ideological foundation, combating hostile viewpoints, and contributing to strengthening the Party’s ideological front within the military.
For the 70 young faces being honored, General Phan Van Giang reminded them to fully understand the honor and responsibility of being selected, and to never be satisfied, always striving to build further aspirations and goals, and remaining the core driving force in the revolutionary youth movements across their units and the entire military. They should lead in applying scientific and technological innovations and digital transformation, contributing to the successful completion of their political tasks.
At the ceremony, General Phan Van Giang presented decisions for recruitment, military rank promotion, early officer rank promotion, and early salary increases for several individuals honored with the Outstanding Young Faces award. Additionally, the leadership of the Ministry of National Defense and invited delegates awarded certificates of merit to all 70 young faces being honored.
The VPA’s General Department of Political Affairs also directed relevant agencies to preserve achievements and use them as the basis for considering early military rank promotions for five young officers, an early salary increase for one non-commissioned officer, and priority job assignment for one military cadet.
