This statement was made by Deputy Defense Minister Senior Lieutenant General Hoang Xuan Chien during a reception for outgoing Cuban Military, Naval and Air Attaché Colonel Juan Miguel García Montano and his successor Colonel Román Osvaldo Jiménez Ortega on July 22.

General Chien sincerely thanked Cuba for supporting Vietnam’s efforts in combating the COVID-19 pandemic, including its supply of vaccines and vaccine production technology transfer. Chien affirmed that this assistance clearly demonstrates the fraternity, comradeship, consistent friendship and solidarity between the two countries.

An overview of the meeting

Sharing with Cuba's current difficulties and challenges, Chien affirmed Vietnam’s consistent stance on supporting an end to the embargo against Cuba. He believed that Cuba will overcome all hardships and challenges to continue along its socialism building path.

At the meeting, the Vietnamese deputy defense minister evaluated that despite the impacts of the COVID-19 pandemic, the Vietnam-Cuba defense cooperation has been strengthened. Particularly, the two sides have, over the past time, maintained their effective cooperation in different fields, including defense industry, training and military medicine, among others. 

Lauding Colonel Juan Miguel García Montano’s important contributions to the bilateral defense cooperation over the past time, General Chien hoped that the Cuban official will make more contributions to the development of the defense cooperation of the two countries.

Congratulating Colonel Román Osvaldo Jiménez Ortega on his appointment as Cuban Military, Naval and Air Attaché in Vietnam, Chien hoped that the Cuban attaché will work closely with relevant agencies of the Vietnamese Ministry of National Defense to effectively carry out the cooperation plan for the 2020-2022 period approved by defense ministers of the two countries.

Chien affirmed that the Vietnamese Ministry of National Defense will create favorable conditions for Colonel Román Osvaldo Jiménez Ortega to fulfill his duties and believed that the Cuban officer will bring into play his predecessor’s achievements to strengthen the bilateral defense cooperation in an intensive, effective and practical manner.

On behalf of the attachés, Colonel Juan Miguel García Montano agreed with General Chien’s assessment of the relationship of the two countries over the past time. He thanked the Vietnamese Defense Ministry for its close coordination and support as well as for creating the best conditions for him to fulfill his tasks. He pledged that in any future positions, he will continue promoting defense cooperation between the two countries.

The outgoing Cuban attaché affirmed that he expects Vietnam will continue creating favorable conditions for his successor to complete his tenure in Vietnam.

On the occasion, General Chien handed over the Vietnamese Defense Ministry’s medical support to assist the Cuban Revolutionary Armed Forces in containing SARS-CoV-2.

Authorized by the Cuban Revolutionary Armed Forces, Colonels Juan Miguel García Montano and Román Osvaldo Jiménez Ortega received the gifts and sincerely thanked the Vietnamese defense ministry.
