The political report presented at the congress by Senior Colonel Nguyen Dinh Duc, Head of the Defense Trade Union Board, emphasized that over the past five years, under the leadership and guidance of the Central Military Commission, the Ministry of National Defense, and the General Department of Political Affairs of the Vietnam People's Army, as well as the instructions of the Vietnam General Confederation of Labor, the workers' movement, and trade union activities within the military have comprehensively achieved the goals and targets set at the 9th Congress of the Military Trade Union Organization.

Specifically, the role of trade union organizations in military units and enterprises has been affirmed, the material and spiritual well-being of trade union members and laborers has been improved, and the competitive movements of trade unions have significantly contributed to the accomplishment of the political tasks of the military. Many organizations, officials, and trade union members have received commendations from the Party, State, the military, central agencies, and localities. The Defense Trade Union Board has received the emulation flags from the General Department of Political Affairs of the Vietnam People's Army and the Vietnam General Confederation of Labor for several consecutive years. The Defense Trade Union Board has been honored with the First-Class Fatherland Protection Order by the State.
