The visit of the delegation of high-ranking Vietnamese political officers to China took place at a time when the two countries were enjoying continuous positive developments in bilateral relations in general and defense cooperation in particular.

In the defense sphere, the year of 2018 has witnessed regular exchange of visits of leaders of the two militaries. These include the visit to China by Senior Lieutenant General Luong Cuong, Director of the General Department of Politics of the Vietnam People’s Army from July 22-26, 2018; the official visit to China and participation in the Beijing-Xiangshan Forum 2018 of General Ngo Xuan Lich, Vietnamese Defense Minister from October 24-28, 2018; and the fifth Vietnam-China Border Defense Friendship Exchanged co-chaired by the two defense ministers of Vietnam and China.

This visit to China of Senior Lieutenant General Nguyen Trong Nghia and the delegation of high-ranking defense officers was another demonstration of an eventful year of the Vietnam-China defense relationship. During the visit, the Vietnamese delegation paid a courtesy call on Senior Lieutenant General Miao Hua, Chairman of the Political Work Department of the Central Military Commission of the Chinese People’s Liberation Army. At the meeting, the host expressed delight at positive developments and large outcomes of the bilateral defense cooperation.

Regarding prevention and fight against “peaceful evolution” schemes of hostile forces, the Chinese senior officer suggested that the army should always take the initiative in the ideological front, and that the army should always trust and put itself under the leadership of the Party, which makes the army more powerful.

General Nghia briefed the host on the results of the struggle against the “peaceful evolution” process in Vietnam and shared the same view with the suggestions given by General Miao Hua.

General Nghia expressed his hope that the two leading agencies for Party and political work of the two armies would build more mechanisms of training cooperation and exchange between the two military press sectors with the aim of defeating all plots and attempts of hostile forces to use false and distorted information to undermine peace, political stability, social order and security of each country.

On the afternoon of the same day, General Nghia leading the Vietnamese delegation had talks with a Chinese delegation headed by Vice Chairman of the Political Work Department of the Central Military Commission, Lieutenant General Liu Dewei.

The two sides shared the same view that the Vietnam People’s Army and Chinese People’s Liberation Army must be placed under the absolute, all-sided and direct leadership of the Communist Party of Vietnam and Communist Party of China, respectively. Thus, it is essential to build an army powerful in terms of politics, ideology and organization so that the military can always serve as a political and combat force absolutely loyal to the Party, State, people and the socialist regime.

During the talks, the two sides exchanged practical experiences, measures to prevent and fight “peaceful evolution” in the ideological and cultural fronts, contributing to promoting cooperation in Party and political work between the two militaries.

The two sides also discussed approaches to boost cooperation between the General Department of Politics of the Vietnam People’s Army and Political Work Department of the Central Military Commission of the Chinese People’s Liberation Army in the time to come. Particularly, the two head delegates agreed to enhance cooperation in information and communications, education and training, culture and arts as well as exchange of delegates at all levels. 

As part of the visit, General Nghia and the Vietnamese defense delegation visited the Military Museum of the Chinese People’s Revolution. The Vietnamese officers were briefed on the development of the Chinese People’s Liberation Army in different historical periods. According to the host, the museum serves as a place to educate both military and civilian youths about traditions of the Chinese People’s Revolution and Chinese People’s Liberation Army.

During the visit, the Vietnamese defense delegation also made several trips to units of the Chinese People’s Liberation Army before returning home, successfully concluding the visit to China.
