The Vietnamese side was led by Nguyen Manh Dong, Head of the Sea Department of the National Border Committee of the Ministry of Foreign Affairs, while the Chinese side was headed by Senior Advisor for Border Affairs of the Chinese Ministry of Foreign Affairs Ma Yaou.

In a straightforward and friendly manner, the two sides reviewed the implementation of the cooperation projects signed in the 11th negotiation round and discussed new cooperation projects.

They spoke highly of the successful implementation of a project studying and comparing Holocene sediments in the Red River Delta and the Yangtze River Delta, as well as the positive results of projects on cooperation in releasing fry and protecting aquatic resources in the Gulf of Tonkin, and in studying the management of the sea and island environment in the Gulf of Tonkin.

They continued to discuss measures to accelerate the signing of an agreement on search and rescue cooperation in the waters of Vietnam and China; realize cooperation contents related to search and rescue at sea; as well as those regarding the signing of an agreement on the establishment of a hotline for offshore fishing emergencies.

Both sides stressed that cooperation should be promoted on the basis of the common perceptions and agreements reached between the senior leaders of the two Parties and States in line with international law.

They should continue the spirit of mutual respect, equality, and win-win cooperation in a practical and effective manner, suitable with each side’s resources, practically contributing to deepening the Vietnam-China comprehensive strategic cooperative partnership.

The two sides also signed the meeting’s minutes and agreed to organize the working group’s 13th round of talks in Vietnam in the first half of 2019.
