At the meeting, Gen. Chien affirmed that Vietnam attaches great importance to the traditional friendship and comprehensive strategic partnership between the two countries. The visit to India by the Prime Minister of Vietnam from July 30 to August 1 in 2024, with substantive outcomes, further strengthened the two countries’ partnership.

The Vietnamese defense leader emphasized that bilateral defense ties have been actively promoted by both sides and developed in an extensive, intensive, effective and practical manner. He highlighted key cooperation areas, including delegation exchanges at all levels, particularly high level ones; effective maintenance of consultation and dialogue mechanisms; cooperation in training, defense industry, naval activities, hydrography; and provision of concessional credit packages; as well as participation in U.N. peacekeeping operations.

He expressed his hope that Deputy Minister Periasamy Kumaran would continue to support the two defense ministries in effectively implementing agreed cooperation contents, in line with the guiding principle of “deeper defense and security cooperation” as agreed by the Prime Ministers of Vietnam and India.
The host stressed the need for both sides to focus on promoting delegation exchanges, effectively implementing the Letter of Intent on training cooperation, and strengthening cooperation between services and arms and in defense industry, thereby further developing Vietnam - India relations and bilateral defense cooperation, for the benefit of each country and for peace, stability, and shared prosperity in the region.
Noting that 2026 will mark the 10th anniversary of Vietnam - India comprehensive strategic partnership, Gen. Chien expressed his confidence that this visit by Deputy Minister Periasamy Kumaran would be successful, further promoting the traditional friendship between the two countries.

For his part, Deputy Minister Periasamy Kumaran congratulated the Party, State, and people of Vietnam on the successful organization of the 14th National Party Congress. Expressing his pleasure at the positive outcomes of the two countries’ cooperation in defense and security, he hoped that in the coming time, both sides would continue to coordinate closely and expand cooperation in additional potential areas in order to further advance cooperation between the two countries in general and between the two defense ministries in particular.
