In his closing remarks, Senior Colonel Nguyen Duy Minh, Deputy Director of the Department of Foreign Relations, emphasized that global and regional dynamics are becoming increasingly complex. This reality requires diplomats in general, and defense external affairs officers in particular, to continuously enhance their all-round capabilities, especially in analyzing, assessing, forecasting, and formulating appropriate plans for foreign relations activities that best serve national interests.

He stressed that effective research and advisory work in foreign affairs play a crucial role in elevating a nation’s status and international reputation. Moreover, globalization, peace, cooperation, and development remain dominant trends, resulting in more frequent and demanding external activities. This highlights the growing importance of professionalism in all diplomatic fields, including defense external affairs. Therefore, each officer must make continuous efforts to improve themselves and sharpen their professional skills.

Senior Colonel Nguyen Duy Minh noted that thanks to the dedication of instructors, participants, and support staff, the course was delivered successfully, with high quality and in line with the plan. He expressed his hope that the knowledge gained will help Lao officers enhance their professional capabilities, gain a deeper understanding of Vietnam’s land and people, and contribute to further strengthening the traditional friendship and close cooperation between the two Parties, States, and militaries. He also encouraged Lao officers to apply what they had learned creatively in carrying out their responsibilities, as entrusted by the Lao Ministry of National Defense.

Earlier, the Department of Foreign Relations had collaborated with the Vietnamese Institute for Defense Strategy and History and the Diplomatic Academy of Vietnam to design a training program for the course. It comprised seven key modules: the current global and regional landscape and major international issues; Vietnam–Laos relations and defense cooperation; presentation and public speaking skills; basic diplomatic protocol; event organization skills for foreign affairs, conferences, and international seminars; the art of diplomacy; and organizing and participating in diplomatic banquets.
