In his opening speech, Major General Bui Trong Hieu, Deputy Director of the Department of Foreign Relations, emphasized that Vietnam-Laos defense cooperation is a key pillar of their bilateral relationship, described as a “unique and special bond” by leaders of both nations. The defense foreign affairs of both countries serve as a vital bridge between their Ministries of National Defense and armed forces.

This year’s course aims to strengthen mutual understanding, trust, and effective cooperation between the two militaries. It provides an opportunity for officers to exchange ideas, gain insight into each other’s foreign policy perspectives, and identify cooperation needs, enabling them to make recommendations to their leaders to enhance bilateral defense ties. The course also allows participants to share experiences, improving the quality and effectiveness of mutual visits and exchanges.

The Department of Foreign Relations, in collaboration with the Vietnamese Institute for Defense Strategy and History and the Diplomatic Academy of Vietnam, has developed a training program that combines theoretical knowledge with practical skills in defense foreign affairs.

Major General Bui Trong Hieu expressed confidence that, with the dedication of all participants, the refresher course would be successful and that Lao officers would apply the acquired knowledge effectively in their roles.
