The patrol vessel comes from Tokyo Region Command and is tasked with fighting against maritime piracy and armed robbery.
It has a capacity of 3,304 tons with 52 crew-members and is captained by Colonel Satoshi NIWA. It is 105.4m in length, 14.6m in width, and 29m in height. Its maximum speed can reach 18 nautical miles per hour.
The visit of the Japanese coast guard vessel is part of cooperation activities between VCG and JCG, two members of the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (ReCAAP).

In June 2012, the JCG sent first vessel to Hai Phong city, Vietnam. From 2013 to 2019, the JCG sent patrol vessels and training ships to visit and exchange with the VCG at Tien Sa port, Da Nang city.
In 2019, Ship CSB 8002 of the VCG visited Yokohama city and exchanged with the JCG.
The visit this time proves the high consideration of the JCG to the VCG. During the visit, the two sides will hold talks to review cooperation outcomes and discuss measures to boost collaboration in the time to come.
The visit of vessel SETSU is part of activities in commemoration of the 50th anniversary of the Vietnam - Japan diplomatic ties, the 75th founding anniversary of the JCG, and the 25th anniversary of the VCG establishment.
The visit is expected to help enhance friendship and sound cooperation between the two governments and peoples in general, and the two maritime law enforcement forces in particular for peace, stability, cooperation, and development in the region and the world.
