This marks the first time that the coast guards of both countries have organized an exchange on Party and political work. The exchange program serves as a foundation for the two coast guard forces to enhance communication and share experience, thereby better fulfilling their respective duties.

In his speech at the opening ceremony, Lieutenant General Bui Quoc Oai and Major General Liu Houjie emphasized that Vietnam and China are neighboring countries with a long-standing tradition of friendship. The establishment of a comprehensive strategic cooperative partnership demonstrates the strong political trust between the two parties, states, peoples, and militaries. This creates favorable conditions for relevant agencies of both sides to promote and expand cooperation in various fields.

The two delegation heads affirmed that the exchange program will act as a bridge of friendship, contributing to strengthening mutual understanding and political trust between the two forces, while consolidating and deepening the existing traditional relationship. It will also promote the Vietnam-China comprehensive strategic cooperative partnership, fostering peace, stability, cooperation, and development in the region.

According to Lieutenant General Bui Quoc Oai, both the Vietnam Coast Guard and the China Coast Guard operate under the absolute and direct leadership of the Communist Party in their respective countries. They share similar organizational structures and conduct Party and political work as a fundamental principle in building and performing the duties of each coast guard force.

Lieutenant General Bui Quoc Oai stated that the Vietnam Coast Guard and the China Coast Guard are the specialized forces responsible for law enforcement at sea for their respective countries. In recent years, following the Memorandum of Understanding signed in June 2016, both sides have coordinated and implemented many cooperative activities, making positive contribution to building trust between the two forces and jointly maintaining peace, security, order, and safety in the adjacent waters of both countries.

The political commissar of the Vietnam Coast Guard emphasized that in the coming period, given the complex developments in the global and regional situations, the maritime law enforcement forces of both countries will face various types of crime and legal violations. Therefore, close coordination and increased exchanges and experience sharing in mission implementation are essential for both sides.

The exchange program is expected to include various activities, such as paying tribute at the Ho Chi Minh Mausoleum, visiting the President Ho Chi Minh Relic site within the Presidential Palace complex, paying a courtesy visit on the leadership of the General Department of Political Affairs of the Vietnam People's Army, attending a banquet hosted by the Vietnam Coast Guard, visiting the Command of Coast Guard Region 1, observing Party and political work activities on Ship CSB 8004 of Flotilla 11 of Coast Guard Region 1, attending a cultural and artistic exchange gala, and touring Ha Long Bay.

* Prior to the event, on the morning of August 26, Senior Colonel Le Huy, Deputy Political Chief of the Vietnam Coast Guard, along with representatives of relevant agencies of the Vietnam Coast Guard Command, welcomed Major General Liu Houjie and the high-ranking political delegation of the China Coast Guard at Noi Bai International Airport.
