At the meeting, Deputy Prime Minister and Defense Minister Phan Van Giang affirmed that amidst increasingly complex global political and security developments, Vietnam remains committed to its foreign policy of independence, self-reliance, peace, friendship, cooperation, and development. He emphasized Vietnam’s strong support for multilateralism, international law, and the U.N.’s indispensable role in promoting a peaceful, stable, and prosperous world.
The Vietnamese Deputy Prime Minister and Defense Minister highly appreciated the efforts of Izumi Nakamitsu and the U.N. Secretariat in advancing dialogue, confidence-building, and multilateral cooperation on disarmament. Reaffirming Vietnam’s consistent position in support of disarmament and the complete elimination of nuclear weapons, he also thanked the U.N. Secretariat for its valuable support to Vietnam’s preparation and successful fulfillment of the chairmanship of the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) in April and May 2026.

The host stated that Vietnam is ready to share its experience in addressing the consequences of war, including mine action, unexploded ordnance clearance, victim assistance, and the reconstruction of affected areas. He also called for continued U.N. support in disarmament training, particularly in response to emerging security and technological challenges.
For her part, the U.N. Under-Secretary-General expressed her admiration for the speech delivered by General Secretary and State President To Lam at the recent Shangri-La Dialogue, noting that its message strongly aligns with the U.N.’s efforts to promote peace, cooperation, and development.
She observed that the world is entering a period of strategic transformation marked by growing divisions and fragmentation across trade, security, political, and military domains. In this context, she said Vietnam, drawing on its experience of overcoming the hardships and losses of war, can play an important role within ASEAN and the U.N. in helping reduce tensions and promote stability at both the regional and global levels.
Nakamitsu also commended Vietnam’s successful fulfillment of Chairmanship of the 11th NPT Review Conference, noting that the country earned broad respect from participating states. Through its effective and skillful chairmanship, Vietnam contributed to strengthening dialogue, building trust, promoting substantive exchanges, and amplifying the voices of small- and medium-sized countries in global nuclear disarmament efforts.

Regarding Vietnam-U.N. cooperation, she described Vietnam as an exemplary partner of the U.N. and praised the Vietnamese Government’s leadership and vision. She affirmed that the U.N. Country Team in Vietnam would continue supporting the country in achieving its development goals and fulfilling its international commitments. She also expressed readiness to facilitate Vietnam’s greater participation in disarmament-related training and cooperation activities, including those addressing emerging issues such as artificial intelligence governance.
