At the reception

At the reception, General Chien congratulated Colonel Ulysses S. Mancao on his appointment as Filipino defense attaché to Vietnam and highlighted the 45-year friendship between Vietnam and the Philippines. He said that since the two countries set up their diplomatic ties more than four decades ago, the bilateral relationship has developed in a practical and effective manner. 

The Vietnamese deputy defense minister affirmed that the Vietnamese Government and Ministry of National Defense always treasure the strategic partnership with the Philippines, considering it a premise to intensively strengthen bilateral defense ties in exchange of delegations, training, maintenance of dialogue and consultation mechanisms, and cooperation among services and arms.

General Chien also took the occasion to thank out-going Filipino defense attaché to Vietnam Colonel Arlino Lizada Sendaydiego and praised his active contribution to the bilateral defense cooperation during his term of office in Vietnam.

The Vietnamese defense leader expected that the newly-appointed Filipino defense attaché will effectively bring into play the outcomes of dialogue and consultation mechanisms and pay attention to fostering cooperation in training, between services and arms and military medical forces of the two countries. He suggested the two militaries promote experience sharing and help each other in accessing to COVID-19 vaccines, medical supplies and medicines as well as cooperate and support one another at regional multilateral forums. 

General Chien affirmed that the Ministry of National Defense will create favorable conditions for Colonel Ulysses S. Mancao to fulfill his duty as a defense attaché, contributing to strengthening defense cooperation between Vietnam and the Philippines in a firm, comprehensive and effective manner.

For his part, the Filipino defense attaché highly appreciated the role of the Vietnam People’s Army in combating the COVID-19 pandemic. He hoped that the Vietnamese defense ministry will continue supporting and creating favorable condition for him to fulfill his duty in the coming time. 

Colonel Ulysses S. Mancao affirmed that he will bring into play his predecessor’s achievements and efforts, contributing to promoting defense cooperation between the two countries intensively, practically and effectively.
