The conference, held on September 11 in Hanoi, was chaired by General Ngo Xuan Lich, member of the Politburo, Deputy-Secretary of the Military Central Commission, and Minister of National Defense.

Based on the results of some pilot projects between 2009 and 2011, on August 4, 2011, the Minister of National Defense issued Direction No. 99/CT-BQP on the outsourcing of meal supplies at military messes. Since then, 28 units with over 90 messes have worked with 33 contractors to provide meals for more than 40,000 officers and soldiers.

According to a report of the General Department of Logistics of the Vietnam People’s Army to the conference, the method has some advantages: the quality of meals meets requirements, food safety is maintained; food price is within guidelines, mess utensils are properly used and the military contractors are considerate. Remarkably, according to the report, after five years (2011-2015) of conducting the outsourcing method, the military had managed to shed 1,610 military workers in the sector, saving more than VND 147 billion for the army.

General Ngo Xuan Lich hailed the achievements gained by leaders and staff of the General Department of Logistics in implementing the method. He asked them and the relevant units to continue to effectively maintain the outsourcing method while doing surveys to optimize the method, to make recommendations to the Military Central Commission and the Ministry of National Defense.
