According to the provincial Border Guard Command, at around 7:00 a.m. on June 17, the unit received a distress call from Pham Van Thanh, a crew member aboard fishing vessel HP-90883-TS. The vessel was captained by Le Van Phuc (born February 6, 1975), who is also the vessel's owner and is registered in Lap Le commune, Thuy Nguyen district, Hai Phong city.
The vessel's engine had broken down amid thunderstorms and strong squalls, causing it to drift and run aground on rocky shores southwest of Ha Mai Island, within the waters of Ngoc Vung commune, Van Don district.

Upon receiving the report, the provincial Border Guard Command promptly deployed a 500-horsepower motorboat with six troops to the scene and alerted nearby units from Brigades 169 and 170 of Naval Region 1 to assist in the rescue.
At approximately 10:30 a.m., the rescue team reached the stranded vessel. All nine crew members were safe. However, repeated impacts with rocks had breached several compartments of the vessel, and the rough seas had caused seawater to flood the interior.
Rescue personnel from both the Quang Ninh provincial Border Guard Command and Brigade 170 helped repair the damaged engine, temporarily seal the breached compartments, pump water from the vessel, and provide healthcare, food, and drinking water to the crew.

At 1:15 p.m., with support from the rescue forces, vessel HP-90883-TS was successfully freed from the reef and escorted back to the dock at Ha Mai Border Checkpoint (under the Ngoc Vung Border Post) for further repairs.
