The flash flood caused many houses and school buildings in Dua and Ban Minh Tien hamlets of Luong Minh commune, Tuong Duong district to be inundated in water and mud, sweeping away numerous belongings and damaging various structures.

Earlier at 10:20p.m. on September 30th, following heavy rainfall that lasted for several hours, water suddenly rushed down from the upstream. In just about 20 minutes, the fast-flowing water flooded nearly an entire school. At that time, many teachers were still on duty at the school and were unable to evacuate equipment in time. Apart from teachers, nearly 300 boarding students were resting in the dormitory. Within minutes, the schoolyard was flooded about 1 meter. Most classrooms and the dining hall were also severely inundated, and students' books and supplies were largely soaked.

Currently, four hamlets in the inner region of Luong Minh commune are completely isolated due to landslides. The road to Ky Son has also experienced serious landslides, with many sections blocked.

Also at night on September 30, heavy rain in Luu Kien commune of Tuong Duong district lasted more than three hours, causing water levels from the streams to rise significantly and leading to landslides along National Road 7A, particularly from the Khe Kien junction to the Pung junction. Debris and trees blocked the road, causing traffic disruptions. The local people's committee in coordination with the Road Management Unit deployed forces to ensure safety for people and vehicles. At 5a.m. on October 1, after mobilizing equipment to the scene the road was reopened thanks to the clearance efforts. In Pung hamlet of Luu Kien commune, heavy rain also caused landslides affecting a household. The local people's committee promptly mobilized forces to evacuate belongings and encouraged the family to temporarily stay with nearby residents for safety.
