Hua Bum is a commune formed through the merger of two former communes of Vang San and Hua Bum, with more than 90% of its population belonging to ethnic minority groups, including the Ha Nhi, Mang, Thai, H’mong, Dao, and others. Thanks to the care of the Party and the State through various policies, the commune has undergone significant positive changes. However, Hua Bum remains a disadvantaged locality.

The “Tet of military–civilian bond” program in 2026 organized by the Lai Chau Provincial Military Command featured diverse and engaging activities, spreading a joyful atmosphere among officers, soldiers, and local residents of Hua Bum commune.

The program featured cultural exchanges; “Banh chung” (square glutinous rice cake) making and “Banh giay” (round glutinous rice cake) pounding competitions; volleyball matches; folk games such as tug-of-war, stick pushing, crossbow shooting, blindfolded duck catching, and bamboo jumping. In addition, “zero-cost stalls” run by the officers and soldiers of the Lai Chau Provincial Military Command attracted wide participation. The Lai Chau Provincial Military Command also organized medical check-ups, health consultations, and free medicine distribution for local residents.

The Lai Chau Provincial Military Command, alongside the provincial Vietnam Fatherland Front Committee and various donors, distributed over 560 gift sets, including bedding and warm clothing, to policy families, disadvantaged households, and local students. Totaling over VND 300 million, the gifts also reached active-duty soldiers and veterans.

Sr. Col. Trieu Kim Thang emphasized that the people’s support is a vital "shield" for national defense. He noted that the command consistently prioritizes social welfare in remote border areas. The annual “Border spring of solidarity – Tet of military–civilian bond” program remains a cornerstone of these efforts, upholding traditional values while fostering rural development and border security.
