During the session, delegates conducted a field survey and heard reports on operations at Moc Bai international border gate, one of the border gates with the highest volume of people, vehicles, and goods in the Southern region, playing a crucial role in economic development and foreign relations with Cambodia.

In 2025, border gates in the province welcomed over 2.6 million people, over 525,000 vehicles, and more than 3 million tons of import-export goods. In the first quarter of 2026 alone, the total budget revenue via the border gates reached over VND 171 billion. Control efforts have been strictly implemented, detecting and handling thousands of violations related to immigration and smuggling.

Regarding infrastructure, the joint control building at Moc Bai international border gate was put into operation in 2004 and upgraded in 2015, designed to handle 2,000 people and 200 vehicles daily. However, the border gate currently processes 5,000 to 6,000 international passengers, 200 passenger buses, and over 800 cargo trucks per day. This overload causes traffic congestion and negatively affects the inspection time of state management agencies. Although Tay Ninh province implemented a vehicle channeling plan in September 2025 to ease congestion and maintain security, the process still faces shortcomings, lacking synchronization with legal regulations and adequate technical infrastructure.

Following discussions, the delegation and the Tay Ninh provincial People’s Committee agreed to strictly enforce border gate management regulations, invest in upgrading the joint control building, and install border signage in accordance with regulations.

For cargo vehicles, the two sides agreed to channel them to both sides of the border gate, bypassing the joint control building to reduce overload and ensure safety for passengers. Additionally, barrier systems, surveillance cameras, and specialized inspection facilities will be installed, with expected completion before July 30, 2026.

Furthermore, the Vietnam Border Guard Command assigned the Department of Border Gates to direct the Tay Ninh provincial Border Guard Command to advise local authorities on surveying and ensuring standardized equipment installations in line with nationwide regulations. The Tay Ninh provincial People’s Committee is responsible for securing funding, equipment, and deploying personnel to perform the tasks as regulated.
