A fulcrum for overcoming difficulties
In the residential group No.22 in Doi Can ward, Tuyen Quang city, a part of a mass mobilization model conducted by the General Department of Defense Industry’s Z113 Factory, people can see the wide and clean concrete roads. Nguyen Xuan Hien, the residential group’s leader, held that the area once struggled with poor infrastructure, roads, power, and water. Z113 Factory supported the locality with funds, labor, equipment, and materials to build roads, electricity, and clean water systems, raising locals’ lives. Recently, the group upgraded its cultural house, worth over VND 100 million, including VND 20 million in cash and machinery and manpower from Factory Z113.

In addition, the General Department of Defense Industry has excelled in its mission as a “task force,” helping locals in overcoming difficulties. Since early 2024, it has handed over thousands of gifts, worth over VND 9 billion, to needy households while building 34 comrade and 127 solidarity houses.
For example, Mrs. Nguyen Thi Cai’s family, a poor household in Phuc Thuan commune, Pho Yen city, Thai Nguyen province, had once lived in a degraded house. Understanding their circumstance, Z131 Factory coordinated with local authorities to fund and build them a new 100 sq.m. house of good quality. “Thanks to Z131 Factory’s troops, we now have a new home. We are so grateful,” said Mrs. Cai.
Strengthening military-civilian ties
Senior Colonel Nguyen Duc Tang, Deputy Political Commissar of the General Department of Defense Industry, said that the General Department’s Party Committee and leaders directed subordinate units at all levels to strictly implement directives on mass mobilization and dissemination work, working closely with local authorities to sign cooperation agreements in this field. These efforts are concretized into resolutions and action plans, ensuring comprehensive implementation.
Accordingly, the General Department’s leaders and chains-of-command always consider mass mobilization work as a duty, ensuring “no one is left behind” by taking care of vulnerable groups. Its affiliated units work closely with locals via many forms to boost economic, cultural, and security development, such as building roads, supporting crops and livestock, helping them overcome consequences of natural disasters, and upgrading schools and medical facilities. They also actively partake in movements like “The military joining hands for poor” and “Building new-style rural areas,” among others. During a visit to Z113 Factory, Tuyen Quang city’s leaders praised the unit’s mass mobilization activities, contributing to fostering solidarity, enhancing living standards, strengthening military-civilian ties, and reducing poverty.
Over the past time, units under the General Department of Defense Industry have also coordinated with local authorities to strengthen community organizations, thereby mobilizing whole people to ensure political security, social orders and safety while safeguarding the units.
