The move is stipulated in Decision No.5525/QD-BQP, dated October 3, 2026, signed by Deputy Defense Minister Senior Lieutenant General Nguyen Van Hien, on behalf of Defense Minister. The decision took effect on the date of signing.

In particular, the first two abolished procedures concern the approval of information and press activities by foreign resident and non-resident correspondents in Viet Nam at military units, as well as their meetings and interviews with leaders of the Ministry of National Defense, the General Staff, and the General Department of Political Affairs.

The third procedure concerns the approval of information and press activities at military units for foreign journalists entering Viet Nam through joint ventures, scientific cooperation, or production activities.

The three procedures were administered by the Department of Political Education and Information, with procedure codes 1.013559, 1.013560, and 1.013561, respectively. They were listed under items 01, 02, and 03 of Section XI in the Appendix accompanying Decision No.6225/QD-BQP, dated December 23, 2024, issued by Defense Minister.

According to the Appendix to Decision No.5525/QD-BQP, the abolition of these procedures is based on Government Decree No.262/2026/ND-CP, dated June 30, 2026, on the activities of foreign press agencies, foreign representative offices, and foreign organizations in Viet Nam.

The Chairman of the General Department of Political Affairs, heads of relevant agencies and units, and other concerned organizations and individuals are responsible for implementing the decision.
