As of 4:30 on August 10, the Vietnam Border Guard Commands of coastal provinces and cities from Quang Ninh to Binh Dinh worked with localities to update owners of more than 52,000 vehicles on the developments of the storm and guide them to get away from the storm. Over 280.000 troops were equipped and more than 2,900 vehicles of different kinds were mobilized to respond to the storm.

On August 10, the Standing Office of the Central Steering Committee for Natural Disaster Response and Search and Rescue convened a meeting with ministries and agencies to develop plan to cope with the second storm.

At the meeting, Head of the Search and Rescue Division of the Staff Department of the Vietnam Border Guard Command Senior Colonel Nguyen Dinh Hung said that the border guard force had guided 52,249 ships to shelters. 

According to a representative of the Central Steering Committee for Natural Disaster Response and Search and Rescue, more than 40,000 people and over 2,300 vehicles have been mobilized to response to the storm.

The same day, the Ha Tinh provincial Border Guard Command successfully towed a distressed trawler ashore safely. Earlier on August 8, functional agencies were reported that trawler HT 20408TS with five fishermen on board experienced engine failure and lost contact with the mainland. Having received the news, the Ha Tinh provincial Border Guard Command directed Flotilla 2 to send patrol ship BP 34.98.01 to conduct a search and rescue mission. On the morning of August 9, the patrol ship approached and towed the trawler ashore.

Also on August 10, the Coast Guard Region 2 Command took Nguyen Huong Nghiep, a fisherman on board of distressed trawler QB 98084 TS, ashore safely. Earlier, trawler QB 98084 TS experienced engine failure near Ly Son island and went adrift.

The Coast Guard Region 2 Command immediately sent ship CSB 2014 to conduct a search and rescue operation. At night on August 8, the coast guard ship approached and towed the ship to Ly Son Island in a bad weather condition.

Due to strong wind and high waves, trawler QB 98084 TS sunk. Fortunately, crew-members of ship CSB 2014 successfully saved fisherman Nguyen Huong Nghiep and took him ashore safely.
