On the side of Quang Ninh province were Secretary of the Provincial Party Committee and Secretary of the Provincial Military Command’s Party Committee Quan Minh Cuong, along with other provincial leaders and representatives of local agencies.
At the meeting, the local's leader reported on the results of local military and defense work, as well as border affairs in 2025, and outlined orientations and tasks for 2026.
Accordingly, defense and security education and communication efforts have contributed to improving the awareness and responsibility of cadres, Party members, and people in the province regarding the task of safeguarding the Fatherland. The province has focused on building the whole-people defense posture in association with the people’s security posture, strengthening defensive zones, building comprehensively strong local armed forces, and ensuring sufficient financial resources for national defense, local military affairs, and border affairs.
The report also highlighted that defense external affairs and international integration have been further promoted, expanded in depth, and carried out in an effective and substantive manner, with notable achievements.
For 2026, the Quang Ninh Provincial Party Committee has identified the theme as “Breakthroughs in economic growth; improving urban quality and striving to meet the criteria for becoming a centrally governed city.” The province aims to effectively implement resolutions and directives of the Party Central Committee and the provincial Party Committee on defense and security tasks; promptly and effectively handle emerging situations at the local level; promote synchronized and innovative external relations activities and proactive international integration; and build a border area of peace, friendship, stability, cooperation, and development.
Speaking at the session, General Phan Van Giang acknowledged and highly appreciated Quang Ninh’s outstanding achievements in socio-economic development and the consolidation of defense and security in 2025. He requested that the provincial Party committees and authorities continue to thoroughly grasp and strictly implement the Party Central Committee’s resolutions on military and defense tasks, including Resolution No. 44-NQ/TW dated November 24, 2023, of the 13th Party Central Committee on the “Strategy for safeguarding the Fatherland in the new situation.”
He also directed relevant forces to further strengthen coordination and close cooperation in effectively safeguarding the border and maintaining internal security in the context of building and defending the Fatherland in a new development era. Socio-economic development must be closely linked with firmly ensuring national defense and safeguarding the border and sea and islands.
