At the meeting, GDP’s Deputy Chief Sr. Lt. Gen. Le Quang Minh reported on investment preparations and project implementation. Following directives from the Central Military Commission’s Standing Board and the Minister of National Defense, the GDP has instructed relevant agencies to refine the design.

Minister Phan Van Giang commended the pro-active coordination of all units and directly revised specific construction scales and components to ensure multi-functional utility. Approving the updated architectural plan, the Minister emphasized that the theater is a key project to improve soldiers' cultural life and military artistic efficiency. He noted the facility must reflect a strong military identity, harmonize with the capital’s urban landscape, and ensure seamless transportation connectivity.

Minister Phan Van Giang requested that agencies expedite the project to meet a completion deadline of December 22, 2028. He stressed that the construction must adhere to legal regulations while ensuring high technical standards, safety, and long-term efficiency. Ultimately, the theater should serve as a representative cultural landmark worthy of the Vietnam People’s Army.

Later the day, Minister Phan Van Giang chaired a meeting with the General Department of Logistics and Technical Services (GPLT) to review 2026 key tasks.

The Minister praised the sector’s achievements in advising the Central Military Commission and the Ministry of National Defense. Logistics and technical support for training, combat readiness, and units in remote or maritime areas have been effectively maintained.

Emphasizing 2026 as a new development phase requiring military modernization, Minister Phan Van Giang urged the GPLT to strengthen its advisory role and ensure support for defense missions. The sector was tasked with improving logistics standards, completing institutional frameworks, and ensuring adequate barracks for commune-level military commands. Key digital initiatives include expanding electronic medical records, connecting to the national population database, and applying artificial intelligence to military medicine.

Additionally, the sector must ensure timely fuel supplies, enhance transportation, and implement occupational safety programs. Emulation campaigns within the sector will continue alongside the military-wide "Determination to Win" movement. Minister Phan Van Giang also stressed enhancing the leadership of Party committees, strictly implementing Party-building regulations, and promoting the study of Ho Chi Minh’s thought, morality, and style.
