He highlighted the special role of culture, literature and arts in nurturing the bravery, character and soul of the Vietnamese nation. He emphasized that the rich practice of cultural and artistic life has demonstrated the enduring vitality of works on the armed forces and revolutionary war. According to the GDP’s chief, many valuable literary and artistic works have strongly inspired patriotism and national pride, honoring generations of soldiers who sacrificed for independence, national unity and territorial integrity. Numerous works in literature, music, theater, cinema and photography have helped affirm the historical, cultural and military values of the Vietnamese nation.

General Nghia noted that the 14th National Party Congress identified culture and people as holding a particularly important position, serving as the spiritual foundation of society and an internal strength, resource and driving force for national development. On that basis, building an advanced Vietnamese culture imbued with national identity, associated with the four value systems defined by the Party, is an important orientation for the new development stage. For the military, culture, literature and arts play a special role in building a revolutionary, regular, elite and modern Vietnam People’s Army, with political and ideological strength as the foundation. The core mission is to preserve, promote and spread the cultural values and noble qualities of Uncle Ho’s soldiers in the new era.

To meet the practical requirements and achieve mission of culture, literature and arts in the new period, General Nghia hoped artists and writers will continue to create valuable works, especially those on the armed forces and revolutionary war, thereby inspiring historical traditions, patriotism, national pride and the responsibility of today’s generation in the cause of national construction and defense. Such works should vividly portray the image of soldiers and the missions of the military in the new era, from safeguarding sovereignty over sea, islands and border to participating in peacekeeping operations and carrying out duties in disadvantaged areas.

General Nghia asked for more theoretical research and practical reviews on culture, literature and arts associated with building a politically strong military and promoting the cultural qualities of Uncle Ho’s soldiers while continuing to refute wrongful and hostile viewpoints.

He also made emphasis on enhancement of information dissemination about artistic works through new forms and modern technologies to bring them closer to the public, especially young people; training and fostering of artists and cultural workers, among others.

He affirmed that the Central Military Commission, the Ministry of National Defense and the GDP always pay attention to and create favorable conditions for artists and writers to conduct field research, create and contribute. He expressed his confidence that with their political steadfastness, intellect and creative enthusiasm, artists will continue to accompany the Party, the State, the military and the people in building an advanced Vietnamese culture imbued with national identity in the new era.

On the occasion of early Spring 2026, General Nghia extended his best wishes for health, happiness and success to all artists, researchers and cultural workers, encouraging them to continue creating new works of high ideological and artistic value.
