At the event, the two sides agreed that since 2017 they have jointly led the comprehensive implementation of the military and defense tasks and local socio-economic development, contributing to achieving all targets set in the 12th National Party Congress’s resolutions, and realizing resolutions adopted at the 13th National Party Congress, the 11th Military Party Congress, and the 17th Congress of Hanoi Party Committee.
They have also directed the further building and consolidation of all people’s defense posture and people’s security disposition, and firm defensive area of the capital.
Their effective collaboration has helped build a comprehensively-strong local military force with more modern materiel, high synergy, and high combat strength. In particular, a regular force is built to be “revolutionary, standardized, elite, and gradually-modernized” together with a strong reserve, self-defense, and militia force.

Over the past five years, the two sides have closely and effectively worked together to lead socio-economic development, consolidated local defense and security, and promoted diplomacy. They have directed the development of various industries with high dual-use, the review and approval of socio-economic development plans and programs in line with regulations on defense.

Under their leadership, the local adjustment and practice of combat plans to protect the capital with close attachment to reality and all-level defensive area exercises have been conducted creatively and closely, reaping good outcomes. In addition, the local armed forces’ combined training quality, and combat readiness ability have been improved. Attentively, the recruitment work has been yearly completed with high quality.
Moreover, apart from well performing their advisory work, the two sides have teamed to ensure absolute safety of important political events of the Party, State, and other local cultural-economic, and external affairs activities, thereby maintaining local political security, social order and safety and building strong local people’s heart disposition.

Other achievements obtained under the leadership of the two sides are strong Party cells and chains-of-command of defense agencies and military units, effective fight against hostile forces’ wrongful viewpoints, protection of the Party’s ideological foundation, policies for national contributors, troops’ families, and gratitude-paying work. Outcomes of the two sides’ coordination include local hunger elimination and poverty reduction, assistance to locals in overcoming consequences of natural disasters, search and rescue, and COVID-19 prevention and control.
In their speeches, General Giang and Mr. Dung spoke highly of the achievements of the two sides’ coordination in the past. They also pointed out shortcomings that need to be fixed in the coming time.
The two officials reached consensus on major coordination contents. They are embracement of higher levels’ resolutions, directives, conclusions on military-defense duty performance coupling with local socio-economic development; joint organization of big celebrations, and festivals; assurance of absolute safety during important political events in the locality; and creation of a peaceful, stable environment for the capital and nation’s development.
They will continue to direct their affiliates to build firm people’s heart disposition, uphold political stability, promote all-level defensive area building, develop scenarios to handle military-defense-related contingencies, complete military-defense projects, to name but a few.
On the occasion, a representative of the Standing Board of the Hanoi Party Committee presented VND 50 billion to the Naval Service to build a multi-purpose cultural house in Truong Sa island district.
