At the event, delegates listened to reports from relevant agencies on draft amendments, supplements, and replacements to the Politburo’s regulations on Party organizations in the military and the Secretariat’s regulations on political organizations within the military; and a draft regulation by the Secretariat on the functions and duties of grassroots-level Party organizations in border guard commands.

In addition, delegates were briefed on matters related to the organizational structure, functions, responsibilities, working relationships, and command mechanisms of regional defensive commands and border guard commands, as well as other issues concerning provincial-level units amid ongoing administrative reorganization.
Following the reports, the delegates discussed and clarified many issues, offering proposals to improve the quality and practicality of the drafts, ensuring their effectiveness when implemented.
In his concluding remarks, Defense Minister General Phan Van Giang acknowledged and praised the relevant agencies and units for their pro-active coordination and effective preparation of the draft reports, which ensured both quality and alignment with directives from higher levels. He emphasized that, in recent times, functional agencies under the Ministry of National Defense have proactively coordinated and been determined to submit recommendations to the Central Military Commission (CMC) to complete the project on continuing to restructure local military organizations toward being “elite, compact, and strong,” meeting the task requirements of the current situation.
General Phan Van Giang affirmed that this is a major policy of the Party and State, involving significant changes not only in the organizational and staffing structures of local military commands but also in leadership, command, and operational mechanisms for local military work. He appreciated the constructive feedback from the delegates and instructed the relevant agencies to seriously consider and promptly incorporate these suggestions to finalize the draft documents.
As the CMC’s Deputy Secretary and Minister of National Defense, General Phan Van Giang stressed that, in order to implement the restructuring, merging, and reorganization of local military and border guard units in a comprehensive, synchronized, and unified manner, leaders of agencies and units must thoroughly understand and strictly follow the Party’s guidelines and the State’s policies on reorganizing the political system and administrative units at all levels. This must be in line with the CMC’s plan for developing elite, compact, and strong local military organizations that meet the requirements of current and future tasks.
The Defense Minister emphasized the need to follow the Party’s direction, comprehensively review military and defense legal documents and related regulations concerning local military organizations, and make appropriate proposals. Party committees and command structures at all levels must enhance ideological work, actively conduct information dissemination and education to help officers and soldiers understand and support the policies, and effectively carry out personnel and policy-related tasks, thereby fostering consensus and maintaining stability among the troops.
General Phan Van Giang assigned relevant agencies of the Ministry of National Defense to continue finalizing the organizational structure and staffing of associated units in the direction of being elite, compact, and strong, tailored to the military’s specific organizational requirements and capable of fulfilling assigned tasks.
He also directed relevant agencies and units to urgently complete the draft circulars amending and supplementing several provisions related to the restructuring of the political system and local government under the new two-tier administrative model. With a spirit of urgency and determination, General Phan Van Giang requested all agencies and units to proactively and seriously coordinate in implementing the assigned tasks, ensuring quality, consistency with orientation, and compliance with regulations.
