Accordingly, the Military Broadcasting Center has pro-actively studied political, legal and practical foundations and coordinated with relevant military and civilian agencies to complete the draft plan.

The drafting process was conducted in accordance with regulations and included broad consultations to ensure feasibility and comprehensiveness. So far, 29 of 30 agencies and units consulted have provided feedback, generally agreeing on the necessity of the project while commenting on, supplementing and completing a number of contents related to coordination mechanisms, organizational structure and funding. The Center has reviewed and incorporated the feedback before submitting the draft to higher-level authorities.

The project carries important political, defense, security and public welfare significance. It aims to maintain uninterrupted broadcasting and information transmission in all situations, especially during defense and security emergencies, while improving coverage and access to information in remote, border and island areas.
