Co-organized by the Ministry of Culture, Sports and Tourism (MCST), the Ministry of Foreign Affairs (MOFA), and the Ha Noi municipal People Committee, the second event is held on the occasion of the 50th anniversary of Viet Nam joining the UNESCO.

Addressing the opening ceremony, Deputy Prime Minister Pham Thi Thanh Tra expressed her wish that the festival would spread sustainable values and convey three major messages. First, gathering for mutual understanding and connecting for shared development. Second, treasuring and preserving heritage for future generations while innovating to enrich cultural values of each nation and the world. Third, creating an international cultural space from the festival where the world comes to Viet Nam and Viet Nam moves closer to the world, thereby connecting cultures, enhancing mutual understanding, and building a peaceful, humane, prosperous, and sustainably developed world.

Under the theme "Converging Heritage - Shaping the Future," the opening ceremony launched an artistic journey honoring Viet Nam, ranging from its deep heritage roots to global exchange spaces. The art program comprised three parts.

Taking place from October 1 to 4, the event gathers participants from 50 countries and international organizations.

Visitors can explore 45 cultural spaces, 35 culinary booths, a film screening program featuring 18 participating nations, a fashion space displaying traditional costumes from 15 countries, and performances by 19 international art troupes.
