The course focuses on essential topics, including safety regulations and protocols during construction; the use of personal protective equipment; and safety measures in implementing combat constructions. It also covered general guidelines, organization, methods, content, and procedures for using explosives and simulated incendiary devices under various conditions for effective application in exercises at different levels.

In his speech, Major General Nguyen Ba Luc emphasized that the course content is vital to training and exercises. It provides foundational knowledge drawn from practical experience, contributing to enhancing the competence of officers at all levels, which in turn improves the quality of training and combat readiness while ensuring absolute safety during task performance.

He requested the Engineering Corps to closely coordinate with functional agencies, thoroughly inspect preparations, and overcome weather difficulties. He stressed the importance of organizing and managing the course strictly according to plan, ensuring thoroughness, quality, efficiency, and safety. 

Instructors were asked to prepare lesson plans, materials, training grounds, and demonstration teams carefully, and to apply scientific, concise, and accessible teaching methods. They were also required to combine instruction with discussion and practical guidance, drawing clear conclusions and ensuring consistent understanding to address shortcomings in past training and exercises, especially regarding safety assurance.

Participants were required to uphold a strong sense of responsibility, overcome difficulties, strictly follow the training program, and actively engage in learning. They were encouraged to raise questions and discuss new issues and practical challenges faced during their tasks and to propose solutions to address difficulties. This would help unify understanding and effectively apply knowledge in performing assigned duties.

Major General Nguyen Ba Luc also requested units to conduct subsequent training sessions at their subordinate levels and apply the knowledge consistently in their units' training and exercises. He called for pro-active, flexible, and creative implementation, strict adherence to rules and procedures, and optimal solutions to ensure excellent performance and absolute safety.

After the course, the Engineering Corps is expected to collect feedback and cooperate with relevant units to advise the Ministry of National Defense on finalizing sample designs for constructing regimental and divisional headquarters fortifications in concealed areas for exercises. The knowledge from the course should be effectively applied to training, exercises, and missions to ensure high quality, efficiency, and safety.
