The congress is held under the theme “Promoting the heroic tradition and noble qualities of Uncle Ho’s soldiers, the entire military emulates to build a revolutionary, regular, elite, and modernized military; firmly safeguard the Socialist Republic of Vietnam; and march forward with the nation into an era of prosperity, civilization, and happiness.”

The congress aims to review emulation and commendation work, as well as the “Determined-to-Win” movement in the whole military in the 2020-2025 period, while defining directions and tasks for 2025-2030. It is also an occasion to commend and honor collectives and individuals with outstanding achievements in the movement, to further promote communications, education, and the replication of exemplary role models, and to make the emulation of good people and good deeds a voluntary, widespread, and regular movement in the whole military and the whole country.

The congress contributes to educating troops about the glorious traditions of the heroic Vietnam People’s Army, fostering patriotism, self-reliance, resilience, and a strong sense of responsibility among agencies, units, officers, and soldiers across the military to strive to excel in fulfilling their tasks in the Fatherland construction and defense.

The congress carries profound significance, marking a new stage in the development of patriotic emulation movements within the military. It continues to thoroughly uphold President Ho Chi Minh’s thought on patriotic emulation, demonstrating the determination of the entire military to promote its revolutionary nature, and to vigorously emulate in fulfilling its functions as a combat force, a work force, and a production force.

By enhancing the quality and effectiveness of emulation and commendation work, and furthering the “Determined-to-Win” movement, the congress creates an important driving force, contributing directly to building a revolutionary, regular, elite, and modernized military, firmly defending the Socialist Republic of Vietnam.

The success of the congress is also a practical contribution to welcome the 12th Congress of the Military Party Organization and the 14th National Party Congress.
