Expressing his delight at meeting Gen. Giang again, the Chinese Minister emphasized that the outcomes of recent high-level visits and exchanges between the Party and State leaders of Vietnam and China have created favorable conditions for the two militaries to strengthen practical, effective cooperation, contributing to the comprehensive strategic cooperative partnership and promoting the building of a Vietnam - China community with a shared future that carries strategic significance.
Both ministers expressed satisfaction about the constantly consolidated and enhanced relationships between the two Parties and States. They agreed that to realize the common perception reached by the two countries’ senior leaders, the bilateral defense cooperation has been promoted with tangible and substantive activities. The two defense chiefs highly valued the coordination of functional agencies in implementing the cooperation contents agreed at the ninth Vietnam - China Border Defense Friendship Exchange in April 2025.

On General Giang’s proposals, the two sides agreed to continue close coordination to effectively carry out annual cooperation mechanisms such as the Border Defense Friendship Exchange, joint land and maritime patrols, joint training and exercises, and to promote cooperation in defense industry. Both sides affirmed their determination to realize the important common perceptions of the two Parties and States’ leaders in making defense and security cooperation more substantive and effective.
At the meeting with Lao Minister Sr. Lt. Gen. Khamlieng Outhakaysone, the two ministers reviewed the results of defense cooperation between Vietnam and Laos since the beginning of this year, noting their mutual support in implementing major activities and events of each country.
Both sides agreed to further promote key cooperation activities, including the annual meeting of the three defense ministers and a joint search and rescue exercise among the militaries of Cambodia, Laos, and Vietnam in Laos. They also agreed to task functional agencies with reviewing the implementation of the cooperation plan 2025 and developing the cooperation plan for 2026.
General Giang reaffirmed that the Vietnamese Ministry of National Defense attaches special significance to the 50th anniversary of the National Day of the Lao People’s Democratic Republic and stands ready to consult and support the Lao Ministry of National Defense in preparing for this important event.
At the meeting with Cambodian Minister General Tea Seiha, the two ministers noted that Vietnam - Cambodia defense cooperation has been implemented under the cooperation protocol for the 2025-2029 period and annual plans. They agreed to direct relevant agencies to actively coordinate in carrying out agreed activities, especially personnel training for the Cambodian armed forces, while also reviewing the plan for 2025 and developing the plan for next year.
Both Vietnamese and Cambodian defense chiefs agreed to speed up key cooperation activities in the time ahead, including the second Vietnam - Cambodia Border Defense Friendship Exchange and the two aforementioned events scheduled to take place in Laos.

At the meeting with Mongolian Minister Batlut Damba, the two ministers underlined that Vietnam - Mongolia relations have developed positively with substantive progress. The upgrade of bilateral ties to a comprehensive partnership during the state visit of Party General Secretary and then President To Lam to Mongolia in October 2024 was highlighted as a milestone that set the direction for deeper, reliable cooperation across all fields. Within this framework, bilateral defense cooperation has been fostered and yielded tangible results.
Both ministers agreed to continue maintaining all-level delegation exchanges and high-level contacts on the sidelines of multilateral events; actively sending delegations to each other’s activities; enhancing training cooperation; exploring opportunities in defense industry cooperation; and strengthening exchanges in military sports, culture and arts.
Also on September 18 in Beijing, Gen. Giang had sideline meetings with Minister of the Revolutionary Armed Forces of Cuba Sr. Lt. Gen. Álvaro López Miera, Singaporean Minister of Defense Chan Chun Sing; and Commander-in-Chief of the Armed Forces of Nicaragua General Julio Cesar Aviles, during which they discussed ways to boost bilateral defense cooperation.
