Draft laws compiled by MND in review
PANO - Minister of National Defense General Phan Van Giang chaired a working session on February 15 with the General Staff of the Vietnam People’s Army and functional agencies on the draft laws on people’s air defense, civil defense, defense constructions and military zones management, which have been compiled by the defense ministry.
Accordingly, the draft law on people’s air defense is in the process of making proposals for building. In early February 2023, the Ministry of Justice appraised the application for law-making the second time. During the building of the draft law, the standing organ of the drafting committee closely coordinated with the relevant authorities to organize five discussions to review and revise the documents with high consensus.

The draft law on civil defense was submitted to the 15th National Assembly at its fourth session, with seven chapters and 71 articles.
After receiving comments, the draft law has been adjusted to consist of seven chapters and 54 articles.

The drafting board has coordinated with relevant agencies of the National Assembly and the Government to study and collect opinions of the National Assembly deputies and functional agencies to complete the draft, before consulting the Standing Committee of the National Assembly.
The draft law on defense construction and military zones management includes six chapters and 33 articles.
After listening to the reports on the draft laws’ progress, Defense Minister General Phan Van Giang praised efforts of the functional agencies in preparing, implementing, drafting, collecting opinions, and finalizing draft law projects.
He requested the General Staff to direct functional agencies to focus on receiving comments, coordinating with relevant agencies and units to complete the draft law projects to ensure conformity and closeness. The drafting board continues to study and evaluate the results of the building process, organize seminars to collect opinions, and urgently complete documents and dossiers of the draft law projects for the Ministry of National Defense to report to the Government for submission to the National Assembly according to the set plan.
