Defense Minister General Phan Van Giang addresses the working session.

At the meeting, a representative from the Department of Search and Rescue under the General Staff of the Vietnam People’s Army reported on results of group discussions on the bill of National Assembly deputies.

In particular, the personnel of the department and the Ministry of National Defense’s Legal Department took note of N.A. deputies’ comments on the draft law. Opinions stressed the necessity of building the Law on Civil Defense to meet the requirements in disaster, natural incident, and disease prevention and control and settlement of their consequences.

During discussions, N.A. deputies debated some issues, such as scope of regulation of the law, concept of civil defense, types of disasters and incidents, assessment of the risk levels of disasters and incidents, civil defense facilities, levels, command agency, and fund, among others.

Concluding the event, General Giang applauded the drafting committee for its active collaboration, listening, and grasping N.A. deputies’ opinions.

The defense chief affirmed that the building of the Law on Civil Defense is very necessary and has been approved by the N.A. to be included in the law-building program. He added that on August 30, 2022, the Politburo issued Resolution No.22-NQ/TW on civil defense towards 2030 and following years with specific goal of building the Law on Civil Defense by 2025.

To get high consensus on the draft law, General Giang asked the drafting committee to continue to actively and closely team with authorized agencies to collect more and details of N.A. deputies’ opinions on the bill.

The committee should also make clear the concept of civil defense and specific provisions on types of disasters and incidents in the draft law and confirm that the scope of regulation of the bill does not to overlap that of the current laws.

General Giang requested the committee to refer to incidents and disasters that have just concurred to increase persuasion and highlight the military’s role in responding to them and other non-traditional security challenges. This will help affirm that the military is capable of undertaking and completing the mission of protecting the country and people in any situations and always promote its functions of combat, work and production defined by President Ho Chi Minh and the Party.
