According to a report from the Quang Ninh Provincial Civil Defense Command, the province has informed nearly 4,200 fishing vessels about the development of Typhoon No.11 so that they can take pro-active preventive measures. By noon of October 5, all vessels had been required to return to shore for shelter.

The province has also updated local communities on the storm’s developments, thus implementing preventive and response measures; reviewed plans for possible evacuation of residents; inspected anchorage areas, construction sites, coastal tourist and recreational areas, and locations at risk of flooding or landslides. Efforts have been made to dredge urban drainage systems, canals, and rivers; trim trees and branches; and prepare forces and equipment to monitor spillways, rivers, and streams, as well as to conduct search and rescue operations when needed.

The deputy chief of the General Staff highly commended Military Region 3 for establishing a command post at the Quang Ninh Provincial Military Command. The provincial command has also set up one front command post and four auxiliary ones to coordinate storm response. Nearly 4,200 officers and soldiers, along with 68 boats and specialized vehicles, have been mobilized and are on standby for deployment.

General Nghia instructed all agencies and units to strictly comply with the directives of the Party Secretariat, the Government, the Ministry of National Defense, and the General Staff on responding to Typhoon No.11. He emphasized that ensuring maritime safety before the typhoon makes landfall is of utmost importance.

According to the Quang Ninh Provincial Civil Defense Command, all local agencies and units are keeping all personnel on standby and ready forces and equipment to conduct rescue operations and respond to any arising situations.
