Gen Dao emphasized that the two sides’ relations have been developing effectively and fruitfully since the signing of the memorandum of understanding (MoU) on maritime cooperation between the two forces in January 2024.
The MoU, according to the Vietnamese chief, was an important landmark to help consolidate the cooperative ties between the two sides in both scale and scope. Especially, the MoU was a common mechanism to improve the efficiency of the exchange of information, close coordination and mutual support in law enforcement at sea between the two coast guard forces on the basis of international law and each country’s law with the aim of boosting the traditional relationship between Vietnam and the Philippines, especially the two countries’ sea and ocean cooperation.

Regarding cooperation activities this year, the two sides agreed that the Vietnam Coast Guard will send ships to visit and exchange with the Philippine Coast Guard and the Philippine Coast Guard will consider sending officers to the second “Vietnam Coast Guard and friends” exchange program, scheduled to take place in December this year in Hanoi.
The two sides were unanimous in further exchanging information on maritime law enforcement, anti-piracy, and fighting against armed robbery; coordinating in search and rescue operations; always showing mutual support and assistance; actively and responsibly engaging in activities in multilateral frameworks to which the two sides are members.

Admiral Ronnie Gil Gavan confirmed that the bilateral meeting played an important role in shaping the future cooperation process of the two forces. It would be a foundation for the two sides to promote cooperation in an intensive manner. He expressed his belief that the two forces would together lay foundation for the progress and prosperity of the two countries in the joint efforts.

The two sides reached consensus on enhancing their cooperation in law enforcement at sea on the basis of international law and for the common goal of the two countries, for the waters of security, safety, and prosperity.
Both sides agreed that the second bilateral meeting will be held in the Philippines.
At the end of the meeting, Maj. Gen. Le Quang Dao and Admiral Ronnie Gil Gavan signed the minutes of the first bilateral meeting between the Vietnam Coast Guard and its Philippine counterpart.
