Vietnamese delegates at the online talk

The agreement was reached during an online talk between Chief of the General Department of Politics of the Vietnam People’s Army General Luong Cuong and Deputy Defense Minister and Chief of the Main Directorate for Political-Military Affairs of the Russian Armed Forces Senior Lieutenant General Andrey Kartapolovon on May 20 in Hanoi. 

During the talk, the two sides evaluated that despite COVID-19, the defense ties between the two countries in general and cooperation between Vietnam’s General Department of Politics and Russia’s Main Directorate for Political-Military Affairs in particular have been strengthened in a reliable, practical, effective, and comprehensive manner, contributing to consolidating the Vietnam-Russia traditional friendship and comprehensive strategic partnership.

The two defense ministries have effectively cooperated in COVID-19 pandemic control and training and participated in multilateral activities hosted by the Russian Defense Ministry.

General Cuong affirmed that the Vietnamese Party, State, people, and army always bear in mind the great and effective assistance of the former Soviet Union and present-day Russia as well as the Russian armed forces for Vietnam in its struggles for national liberation in the past and the current national construction and defense cause.

Cuong expressed delight at the rising stature of Russia in the international arena and highly appreciated the positive contributions of Russia in general and the Russian Defense Ministry in particular to settling international issues to maintain peace, stability, cooperation, and development in the world and in Asia-Pacific, including Vietnam.

He hoped that the Vietnam-Russia ties, including defense cooperation, will grow stronger for the benefits the two countries and for peace and development in the region and the world.

Regarding cooperation in the coming time, the two sides agreed to maintain meetings between their leaders, exchange experience in military communications, further cooperate in personnel training, support each other in international activities hosted by Russia, and promote collaboration in military history.

They also pledged to provide mutual support at multilateral military and defense mechanisms and forums within ASEAN and activities with ASEAN holding the central role, especially the ASEAN Defense Minister’ Meeting Plus.
