This was part of the activities of the official visit to Cuba of the General Secretary of the Communist Party of Vietnam (CPV) Nguyen Phu Trong.

Welcoming General Vinh were Minister of the Cuban Revolutionary Armed Forces, Senior Lieutenant General Leopoldo Cintra Frias and Chief of the General Staff of the Cuban Revolutionary Armed Forces and First Deputy Defense Minister, Senior Lieutenant General Alvaro Lopez Miera.

At the working session, General Frias and General Miera considered the visit to Cuba by the Vietnamese high-ranking delegation as a contribution to boosting the bilateral traditional friendship and cooperation between the two militaries and an impetus to further boost the implementation of their reached agreements.

In turn, General Vinh thanked the leaders of the Ministry of the Cuban Revolutionary Armed Forces for their warm reception for the Vietnamese mission, especially when Cuba is busy preparing for their historic general election.

The Vietnamese Deputy Defense Minister took this occasion to convey invitations to visit Vietnam from Defense Minister, General Ngo Xuan Lich, and Chief of the General Staff of the Vietnam People’s Army and Deputy-Defense Minister, Senior Lieutenant General Phan Van Giang to General Frias and General Miera, respectively.

The two sides exchanged views on global and regional issues of mutual concern that have impacted each country’s defense and security, and reviewed the performance of the bilateral defense cooperation plan in the 2017-2019 period.

On this occasion, they also discussed measures to further expand cooperation in potential fields based on each side's strengths and demands, including delegation exchanges, defense industry, air defense air force, education and training, intelligence and military medicine cooperation, and more.

At the end of the meeting, General Vinh and General Miera signed an agreement on military medicine cooperation between the two ministries, serving as an opener of the new bilateral cooperation in fields of cancer treatment, vaccine research and production and training for medical workers.
