Gen. Giang congratulated Cambodia on its comprehensive achievements under the leadership of the Cambodian People's Party (CPP) over the past 70 years. He expressed confidence that, under the leadership of the CPP, headed by its President Hun Sen, the Government, Prime Minister Hun Manet, Cambodia would achieve even greater successes in the future. The Vietnamese Defense Minister emphasized Vietnam's commitment to prioritizing and continuously strengthening the good neighborly relations, traditional friendship, comprehensive cooperation, and long-term sustainability with Cambodia. He reaffirmed Vietnam’s unwavering support for the CPP and its dedication to an independent, peaceful, and developed Cambodia with a more important role in the international arena.

For his part, Prime Minister Hun Manet congratulated Vietnam on its important achievements and expressed confidence that, under the leadership of the Communist Party of Vietnam, the country would continue to prosper and attain greater success. The Cambodian leader praised the ever-deepening relationship between the two countries, which benefits the people of both nations and contributes to peace, stability, cooperation, and development in the region and the world. He expressed gratitude for Vietnam's consistent support to the Cambodian’s struggle to liberate the nation and overthrow the genocidal regime and to its current national development efforts. Hun Manet affirmed Cambodia's commitment to working with Vietnam to preserve and lift the bilateral relationship to new heights and passing it on to future generations.
On the occasion, Gen. Giang briefed Prime Minister Hun Manet on the outcomes of his earlier talks with Gen. Tea Seiha, Deputy Prime Minister and Minister of National Defense of Cambodia. He said that during the talks, the two sides reviewed the results of recent bilateral defense cooperation, agreed on future directions, and signed a defense cooperation protocol for the 2025-2029 period and a cooperation plan for 2025 between the two defense ministries. The Vietnamese Defense Minister expressed hope that Prime Minister Hun Manet would support and direct relevant agencies to facilitate and cooperate with the two defense ministries to ensure the comprehensive, effective, and substantive implementation of defense cooperation agreements.
Highly appreciating the results of the talks, Prime Minister Hun Manet emphasized that the bilateral defense cooperation has developed in an intensive, effective, and practical manner and continued to prove its role as a key pillar of bilateral relations. He also reaffirmed Cambodia’s commitment to strengthening defense cooperation with Vietnam.
The same day, Gen. Giang and the Vietnamese delegation visited the Military Commercial Joint Stock Bank (MB) in Cambodia on the occasion of MB’s 30th anniversary, during which the Defense Minister highlighted the business as a symbol of defense cooperation between Vietnam and Cambodia.

He commended the relentless efforts and significant achievements of MB Cambodia, particularly its adherence to the values of the "Uncle Ho's Soldiers" tradition and glorious history of the Vietnamese military. He lauded the bank’s unity, pro-activity, creativity, self-reliance, and resilience in building a reputable brand in Cambodia's market.
To build on past achievements and reinforce its reputation, General Giang urged MB Cambodia to maintain unity among its staff, both Cambodian and Vietnamese. He emphasized the importance of training and building a workforce with strong intellectual and political capabilities, adept in research, application, and mastery of science and technology. Attention should also be given to its staff’s living standards, and business operations should align closely with economic diplomacy and defense cooperation.
Gen. Giang highlighted that MB Cambodia must strive for excellence in its task performance, while being deeply aware of its responsibility as a bridge for cooperation between the two defense ministries and the governments.
He advised MB Cambodia to regularly review its business strategies to adapt swiftly to new situations, continue implementing social welfare programs, make greater contribution to the community, and collaborate with Vietnamese military enterprises in Cambodia to spread the values of corporate culture. Legal compliance and earning the trust of Cambodia’s government, military, and people are paramount.
Gen. Giang reaffirmed that the Ministries of National Defense and the militaries of Vietnam and Cambodia fully support and facilitate MB Cambodia’s operations to enhance its effectiveness. He added that each member of MB Cambodia’s leadership and staff must act as cultural ambassadors and representatives of "Uncle Ho’s Soldiers" to preserve, maintain, and foster the strong, enduring friendship and solidarity between the two defense ministries and governments.
The Vietnamese defense leader reaffirmed that the Ministries of National Defense and the militaries of Vietnam and Cambodia fully support and facilitate MB Cambodia’s operations to enhance its effectiveness.
