Themed "Building Peace Together: Challenges and Visions," the dialogue attracted defense leaders, experts and scholars from 56 countries and six international organizations.

It featured four plenary sessions on peace process on the Korean peninsula and international cooperation, peace in North East Asia: challenges and missions, peacekeeping campaigns and international humanitarian assistance, national strategy and crisis management on cyber space.

Speaking at the opening session of the working group on cyber security within the framework of the ongoing eighth Seoul defense dialogue, General Vinh said that cyber space has become a new strategic and special territory that closely links with socio-economic development, protection of national sovereignty, interests and security. In this context, cyber space, cyber-warfare and other cyber-related threats have posed new risks and challenges to each country's national security, he added.

He also stressed that cybersecurity has become a global issue, deeply affecting security and peace in the world and the region. Therefore, countries should join hand to fight dangers from the cyber space, work together to maintain peace and stability, and ensure national sovereignty and interests of each nation.

"All countries should build and perfect the international laws on the cyber space, join conventions and joint statements on cyber security cooperation on the basis of respect for sovereignty, equality and mutual benefits for the goal of using cyber space for the purpose of peace, development and cooperation," he said.

On this occasion, the Vietnamese Deputy Defense Minister met his Canadian counterpart Judy Thomas. During the event, both sides discussed joint work across the exchange of delegations, training, the United Nations peacekeeping operations, and visits to naval vessels. Thomas informed that Canada will send defense attachés to Vietnam next year.

Highly appreciating the decision, Gen. Vinh affirmed that the Vietnamese Ministry of National Defense will create favorable conditions to support the Canadian defense attachés to Vietnam. He stated that Vietnam supports Canada’s widespread collaboration with ASEAN, including the ASEAN Defense Ministers’ Meeting Plus (ADMM Plus).
