Refresher course on int’l humanitarian law held for Vietnamese military officers
PANO – On November 18, in Hanoi, the Department of Mass Mobilization under the General Department of Political Affairs of the Vietnam People’s Army, in collaboration with the International Committee of the Red Cross (ICRC), opened a refresher course on International Humanitarian Law for Vietnamese naval, border guard, and coast guard officers.
During this three-day event, ICRC’s senior experts will equip the trainees with information and knowledge related to the International Humanitarian Law so that they could apply what they learn during the event to reality so as to fulfill all their assigned tasks.

Speaking at the opening ceremony, Deputy Director of Department of Mass Mobilization Senior Colonel Vu Thanh Minh emphasized that education and dissemination of the International Humanitarian Law is one of the duties of countries joining the 1949 Geneva Conventions. Over the past years, the Vietnam People’s Army has well disseminated the significance, humane values, and noble targets of the International Humanitarian Law by launching the Law Day and law book shelves.
Since 2006, the Vietnamese Defense Ministry’s functional organs have closely worked with ICRC’s chapters and the Vietnam Red Cross Society Central Committee to launch different training courses on this field for the whole military’s troops and those participating in the U.N. peacekeeping operations.

At the same time, the Vietnam People’s Army has sent officers to courses and seminars on the International Humanitarian Law hosted by ICRC.
For his part, Lloyd Gillett, a senior expert on the armed forces from the ICRC, underlined the close cooperation between the organization and Vietnamese armed forces in widely popularizing the International Humanitarian Law in the context of the complicated and unpredictable developments of the world’s security situations.
