During the four-day event, 156 trainees will be provided with with essential experience related to the International Humanitarian Law while conducting duties at missions by Lloyd Gillett, a senior expert on the armed forces from the International Committee of the Red Cross (ICRC) Bangkok (Thailand).

This is the second refresher course on the International Humanitarian Law held with the support of ICRC since 2015 to strengthen cooperation in the field of U.N. peacekeeping operations between Vietnam and the ICRC and equip Vietnamese peacekeepers with important knowledge about the International Humanitarian Law.

After the opening ceremony, the course starts with a lecture on the International Humanitarian Law.

Speaking at the opening ceremony, Deputy Director of the Vietnam Department of Peacekeeping Operations Senior Colonel Nguyen Nhu Canh emphasized that understanding the conflict environment and international principles of ensuring humanitarian and human rights and kinds of violations will help Vietnamese peacekeepers to be well-prepared for their future missions. 

According to senior expert Lloyd Gillett, during the training, trainees also learn about the law on military operations, the application of the International Humanitarian Law to peace support activities; commanding officers’ responsibilities as well as content related to sexual violence in conflicts.

The medical staff and establishments will be provided with possible challenges that may confront them in the future while carrying out missions in South Sudan. For engineering troops, the course will update them on the situation of pollution from unexploded weapons in Abyei and explosive remnants in the locality. After each lesson, ICRC’s staff in South Sudan will share their actual experience with Vietnamese trainees.

The senior expert said the International Humanitarian Law is not just a set of rules that need to be applied and followed, but also an effective tool for commanding officers at all levels to develop military plans.

Mr. Lloyd Gillett affirmed that as a humanitarian organization, ICRC acknowledges the contribution of the Vietnamese peacekeepers and values of peacekeeping activities, contributing to bringing peace and stability to conflict-affected areas.
