The eighth edition is to realize the Vietnam-China Joint Statement on continuing deepening and upgrading the comprehensive strategic cooperative partnership, building a Vietnam-China community with a shared future that carries strategic significance, which was issued during the state visit to Vietnam by General Secretary of the Communist Party of China (CPC) Central Committee and President of the People's Republic of China Xi Jinping in December 2023.

This exchange is more meaningful since it is held on the occasion of the 10th anniversary of the Vietnam-China border defense friendship exchange (2014-2024), contributing to boosting political trust, solidarity, and cooperation between the two militaries, the border protection forces, local authorities, and people in the Vietnam-China border areas, thus helping build a shared borderline of peace, friendship, stability, cooperation and development.
