An overview of the meeting between the two sides |
Colonel Khonevilay Thammavongsa, Deputy Director of the Department of Grassroots Construction, led the Lao delegation. Attending the event were Senior Colonel Nguyen Hoang Tu, Deputy Political Chief of Army Corps 12; Senior Colonel Do Trung Dung, Commanding Officer of Division 312; along with members of the Party Committee and leadership of the division, and representatives of agencies and units under Division 312.
During the meeting, delegates from both sides exchanged models and practical methods in mass mobilization, particularly in coordination between military units and local authorities in building strong political bases and promoting socio-economic development.

Division 312 introduced several effective models and campaigns, including “Clever Mass Mobilization,” “The Military Joins Hands in New-style Rural Area Construction,” etc., which have fostered close bonds between troops and local people in the stationed areas.
The Lao delegation also shared distinctive practices in promoting grassroots movements for national defense and security, especially the role of village elders and heads in public information dissemination.

Both sides agreed that amidst increasingly complex global and regional developments, strengthening mass mobilization and promoting national unity are decisive factors in safeguarding the nation. They emphasized the importance of regular exchange and mutual learning between the armed forces of both countries.
The meeting took place in a friendly, open, and brotherly atmosphere. Prior to the exchange, the Lao delegation paid tribute to fallen soldiers at the Martyrs' Memorial House of Division 312 and visited the division’s hall-of-fame.

At the end of the program, the two sides presented souvenirs and took group photos, reaffirming the deep trust in the special friendship between Vietnam and Laos, particularly between their military forces.
