The Vietnamese Navy delegation, led by Senior Captain Nguyen Van Ngan, Deputy Chief of Staff of Vietnam's Naval Region 4, attended the event. The RSN sent its Formidable-class RSS Supreme frigate to participate in the exercise, while the frigate 015-Tran Hung Dao of Brigade 162, Naval Region 4, will join the Singapore, India, and ASEAN navies in various exercise scenarios on land and at sea.

During the activities at the port on May 2, Vietnamese naval officers in the Advisory Officer Team participated in some subject matter expert exchanges (SMEE) and planned to coordinate the exercise plan at sea among participating countries. The ships will conduct various exercises during the sea phase, including aerial formation photography, formation movement, target tracking, logistic services at sea, electricity and electrical deciphering, light communication, fan-shaped formation movement, and inspecting suspicious ships.
