At the conference, the organizing committee introduced brief biographies of the five candidates running in Electoral Unit No.4. The candidates then presented their action programs should they be elected to the 16th National Assembly.
Addressing voters, Senior Lieutenant General Le Duc Thai expressed his sincere appreciation to local Party committees, authorities and the Vietnam Fatherland Fronts at all levels for facilitating the meeting. In his capacity as Deputy Minister of National Defense, he affirmed that if elected, he would focus on contributing to the improvement of the legal framework on military and defense affairs; strengthening the all-people national defense posture and the people’s security posture; and advising on mechanisms and policies to remove bottlenecks and create new momentum for Thanh Hoa’s development commensurate with its potential and strategic position in the North Central region.

Drawing from local realities, he emphasized consolidating the provincial defensive area, building comprehensively strong local armed forces, improving the quality of conscription and national defense and security education, and enhancing the effectiveness of militia and reserve forces as a core force at the grassroots level. For communes such as Thieu Toan, he highlighted the importance of building a firm people’s heart posture, maintaining political stability and ensuring social order and safety from the grassroots.
